| അപ്പീൽ പരാതി സമർപ്പിച്ചിട്ടുള്ള ശ്രീമാൻ. രാജേഷ് കുമാർ കൊല്ലം, ചന്ദനത്തോപ്പ് താമസക്കാരനാണ്. അദ്ദേഹം നെടുമ്പന ഗ്രാമപഞ്ചായത്തിൽ 2014-ൽ ഒരു സ്ഥലം വാങ്ങിയിരുന്നു. സ്ഥലം വാങ്ങുമ്പോൾ അതിൽക്കൂടി ഒരു സിംഗിൾ ഫേസ് ലൈൻ പോകുന്നുണ്ടായിരുന്നു. ആ ലൈൻ മാറ്റി പൊതുവഴിയിലൂടെ ആക്കുന്നതിനു വേണ്ടി ലൈസൻസിയെ സമീപിച്ചെങ്കിലും അതിന്റെ ചെലവ് കണക്കാക്കിയ Rs. 9000/- അടയ്ക്കാൻ കഴിയാത്തതിനാൽ ലൈൻ അവിടെത്തന്നെ സ്ഥിതി ചെയ്തിരുന്നു. 2018-ൽ അയൽവാസിയായിരുന്നയാൾക്ക് ഒരു ത്രീ ഫേസ് കണക്ഷൻ നൽകുന്നതിനുവേണ്ടി നിലവിൽ ഉണ്ടായിരുന്ന സിംഗിൾ ഫേസ് ത്രീ ഫേസാക്കി മാറ്റേണ്ടതായി വന്നു. നിലനിന്നിരുന്ന സിംഗിൾ ഫേസ് ത്രീ ഫേസ് ആക്കുന്നതിനുവേണ്ടി സ്ഥലമുടമസ്ഥനായ പരാതിക്കാരനോട് അനുവാദം (consent) ചോദിച്ചിരുന്നില്ല. അതിനാൽ തന്നെ ഈ ലൈൻ മാറ്റി സ്ഥാപിക്കണമെന്നതാണ് പരാതിക്കാരന്റെ ആവശ്യം. ഇതു മാറ്റുന്നതിനുള്ള ചെലവ് പൂർണ്ണമായും വഹിക്കാൻ പരാതിക്കാരൻ തയ്യാറല്ല. CGRF-ന് നൽകിയ പരാതിയിൽ നടപടിക്രമങ്ങൾ പൂർത്തിയാക്കി ഉത്തരവ് 29/12/2023-ൽ ഇറക്കിയിരുന്നു. അതിന്റെ അപ്പീലായിട്ടാണ് ഈ പരാതി ഓംബുഡ്സ്മാൻ സമക്ഷം സമർപ്പിച്ചിട്ടുള്ളത്. |

| പരാതിയും രേഖകളും പരിശോധിക്കുകയും നേരിട്ട് വാദം കേൾക്കുകയും ചെയ്തതിൽ നിന്ന് KSERC (CGRF & Ombudsman) Regulation 2023 ലെ റെഗുലേഷൻ 46(1) (i) & 46(1) (ii) പ്രകാരം ഈ പരാതി പുനഃപരിശോധനയ്ക്ക് വിധേയമല്ല. അതിനാൽ പ്രസ്തുത പരാതി തള്ളിയതായി തീരുമാനിക്കുന്നു |
| P/015/2024- Smt. Theressia Thottathil

| The appellant Smt. Theressia Thottathil is the Sister Superior of St. Mary of Leuca Convent, Pallippuram under the Poochakkal Section of the licensee KSEBL. They have availed a power connection for their convent with connected load 7.461 kw under the tariff LT VI A. The appellant has requested to the licensee to change the tariff from VI A TO I A domestic as this building was utilized as the home of Nuns. The licensee has examined and changed to LT I A with effect from 25/05/2023. The anti power theft squad had inspected the premises on 13/12/2023 and found that the tariff applicable should be LT VI A and also found that the actual connected load was 12.011 kw. Then a short assessment was prepared for Rs. 5678/- and served them as demand notice. The appellant is contented the decision of the licensee in changing the tariff from I A to 6 A and filed petition to CGRF. CGRF issued order dated 20/02/2024 on completing the procedural formalities. Aggrieved with the decision of CGRF, this appeal petition is filed to this authority. |
