The appellant, Sri Manoharan K.P. raised an objection against the installation of an electric post and drawing of line through his property without his consent for giving service connection to third party who is having consumer No. 14453 under Electrical Section, Kanjikode. The previous owner of the property was Smt. Noorjahan had also raised the same complaint before the officers of the licensee requesting to remove the post from her property. But the respondent has directed the appellant to remit the estimate cost for shifting the above post and line. Aggrieved by this, the appellant filed a petition before the CGRF, Kozhikode, which was disposed of by directing the respondent to shift the post upon request from the petitioner and after collecting the charges as stipulated under Regulations 95 of the Kerala Supply Code, 2014, vide order No. OP/11/2015-16 dated 26-06-2015. Not satisfied with the above order, the appellant preferred this Appeal before this Authority. The respondent is directed to shift the electric post from the appellant's property at their risk and cost and the work should be carried out at any rate within a period of 7 days from the date of receipt of this order. Appeal is admitted. CGRF order is set aside. No order as to costs. |

The appellant is a domestic consumer with consumer No. 166331004394 under Electrical Section, Ramanattukara. The appellant was issued a bill dated 05-01-2015 for Rs. 15,566.00 for the consumption recorded in the meter. The appellant had filed a complaint before the Assistant Engineer, Electrical Section, Ramanattukara against the said bill. The respondent has installed a standard meter in parallel with the existing meter on 09-01-2015. The consumption of the two meters was found same. Hence the appellant has been directed to remit the bill amount. Aggrieved against this, a complaint was filed before the CGRF, Kozhikode. The Forum dismissed the complaint vide order in OP No. 111/2014-15 dated 01-8-2015. Still aggrieved by the said order, the appellant has filed the appeal petition before this Authority. It is no just and proper to realize the bill amount under dispute from the appellant without analyzing or finding out the exact reason for the excess consumption. Hence the demand issued is hereby quashed. The CGRF order is set aside. Appeal is allowed. No order as to costs. |

The appellant is a domestic consumer with consumer No. 13794 under Electrical Section, Ayanchery. The energy meter in the premises of the appellant was alleged to be not working properly, resulting abnormal consumption recorded during the period from 23-07-2014 to 25-09-2014. Accordingly the appellant was issued a bill for an amount of Rs. 10,181.00 on 25-09-2014, for the abnormal consumption. So the appellant filed a complaint on 01-10-2014 against the said bill. The service was disconnected on 18-10-2014 due to non payment of current charges. Consequent to this, a complaint was made before the CGRF, Kozhikode. The Forum has disposed of the complaint with a direction to remit the balance amount by the appellant in 10 installments without surcharge vide Order OP No. 84/2014-15 dated 20-7-2015. Still aggrieved by the said order, the appellant has filed the appeal petition, before this Authority. It is not just and proper to realize the bill amount under dispute from the appellant without analyzing or finding out the reason for the excess consumption. Hence the disputed bill is quashed. CGRF order is set aside. Appeal is allowed. No order as to costs. |
