The appellant Shri. B.R.Ajith is the Chairman of Asian School of Architecture and Design Innovation (ASADI) situated at Silver Sand Island, Vyttila. The said Institute is the Consumer of the Licensee, KSEBL with Consumer No.1155569026814 under the Electrical Section, Vyttila. This three phase LT connection was under LT 6 F tariff and connected load is 53.56 KW. The connection was effected on 12/2014. APTS, Ernakulam has conducted an inspection on 06/2024 and found that pressure coil connection of CT to the meter in R & B phases found to be interchanged which results to wrong phase association. Actual consumption would have been higher than that of the recorded consumption. The short assessment bill was prepared for a period of one year for Rs. 2,51,730/-. Another short assessment bill was prepared for Rs. 6,90,860/- for a period from 05/2020 to 06/2023. The appellant has challenged the short assessment and filed petition to CGRF. CGRF issued order on 10/01/2025 and quashed the second bill and nothing mentioned about the first bill. The appellant was ready to remit the first bill on installment basis and requested for 10 installment. This was not agreed by the Licensee. Then the appeal petition is filed to this Authority. |

The appellant is the Dy. General Manager of Indian Oil Corporation, LPG Terminal situated at Puthuvypin. The Indian Oil Corporation, LPG Input Terminal is the HT consumer under the Licensee Cochin Port Authority. The Cochin Port Authority has established a Special Economic Zone(SEZ) in Puthuvypin and land has been alloated to the Indian Oil Corporation to set up a LPG Import Terminal. The Terminal is known as LPG Import Terminal Ernakulam(LITE). The IOC used to Import Butane and Propane in very low temperature and pumped in to the storage tanks. This Propane and Butane are mixed at the ratio 1:1 along with small quantity of Ethyle Mercaptan to make LPG gas for the sale. The gas made at the LITE is pumped to various bottling plants for the retail/wholesale sale. The appellant has applied for power supply mentioning the purpose of use as Industrial. The Licensee was charging on commercial tariff which was disputed by the consumer. They have filed the petition to the CGRF of CoPA. The CGRF issued order stating that the appellant is eligible for industrial tariff with prospective effect. The plant was commissioned on 17/10/2023, their request is to apply the industrial tariff effective from the date of commissioning. Aggrieved with the order of the CGRF this appeal petition is filed to this Authority. |

The appellant Shri. T.Satheesh Kumar is the Deputy General Manager of M/s. Indian Oil Corporation Ltd(IOCL). M/s. IOCL is the Consumer of the Licensee M/s. Cochin Port Authority and had availed an HT connection for the functioning of the Multi User Liquid Terminal (MULT) situated at Puthuvypin. The Cochin Port Authority had developed a Special Economic Zone(SEZ) at Puthuvypin and land had been allotted to M/s. Indian Oil Corporation for establishing the LPG Import Terminal and Multi User Liquid Terminal. The appellant company had availed two HT connections one for the LPG Import Terminal and second for the MULT. The MULT facility is used for pumping the Butane and Propane from the vessels and send to the storage tanks of LPG Import Terminal which makes LPG by mixing these Propane and Butane. The MULT is used for transferring the raw material from the ship to the production centre. The transfer of raw material from the arriving dock to the production centre is also part of the industrial activity.. The Licensee was charging this connection on commercial tariff. The appellant disputed the same and filed the petition to CGRF and the order of CGRF is not in favour of the appellant. Aggrieved by the order of CGRF, this appeal petition is filed to this Authority. |
