The appellant sri. Suresh Kumar is a domestic consumer having three phase connection with connected load of 10.066 kw under the electrical section, Thirumala of Licensee, KSEBL. The average monthly consumption was around 500 units and average monthly bill amount was Rs. 3,400/-. The meter recorded high consumption and a bill for Rs. 18,423/- was issued on 21/02/2023 and another bill for Rs. 8,691/- was issued on 22/04/2023. There was a supply failure in one phase and the same has been rectified on 10/03/2023 itself. The wiring has been checked through a licensed electrician and there was no earth leakage. The appellants contention is that there is a reverse flow of current which results this high reading in the meter. The meter was tested and found working normal. The appellant questioned the heavy bill and filed petition to CGRF. The CGRF issued order on completing the proceedings dated 30/09/2023, stating that the appellant is liable to pay the amount as per the bill issued by the licensee. Aggrieved by the order of the CGRF, this appeal petition is filed to this authority.

The appellant Sri. Muhammed Nazer is the consumer of the licensee under the electrical section, Attingal with consumer number 1145319025063. This is a three-phase connection under the tariff LT VII A. The connection was availed for a partnership firm named Nakshathra Tiles. The registered connected load is 42 kw and it was connected on 16/06/2015. The shop is located in Alamcode Junction. The appellant has not consumed any energy from 07/08/2020 to 01/08/2023. The licensee is only demanded the fixed charges for this consumer as per the rate approved by the Kerala State Electricity Regulatory Commission. The appellant has not paid any charges from 01/01/2021 to 16/11/2022. The total outstanding amount comes to Rs. 1,84,734/-. Though the instalment facility was given, the appellant was not keen in remitting the payment. The shop was closed due to the Covid 19 pandemic due to the lockdown declared by the government. The appellant is not in a position to remit the huge amount as the shop was closed during the time. They approached CGRF and CGRF ordered that the appellant is liable to pay the charges. Aggrieved by the decision of CGRF, the appellant filed this appeal petition to the authority.

This review petition is filed to review the order of Ombudsman for the appeal petition no. P/027/2023. The review appellant is the licensee. M/S KSEBL. The appeal petition P/027/2023 was heard 27/06/2023 and the order was released on 14/07/2023. The petition was for shifting the transformer and two pole structure of the licensee which is obstructing the access of the appellant from the main road to his house. The appellant’s only son is suffering from Spinal Muscular Atrophy (SMA) and he is not able to move by himself. The appellant purchased land of 1.25 cents to make a direct entry to her home from the road. Her son is grown up and hence could not be carried to home. The vehicle has to reach the home, so that the son could be taken to the home. The transformer and two pole structure are blocking the entry from the road. This was done during 2010, and request for shifting by the consumer were not been heard by the licensee. Accordingly, the petition was filed to this office as the appeal to the CGRF order. The appellant filed the petition to review the order issued.
