| അപ്പീൽ പരാതി സമർപ്പിച്ചിട്ടുള്ള ശ്രീ പി എസ് മോഹന ചന്ദ്രൻ ലൈസൻസിയുടെ പൂജപ്പുര സെക്ഷനിലെ ഒരു ഉപഭോക്താവാണ് (Consumer no.1145125031765). 25/3/2022 ൽ ലൈസൻസി അവിടെയുള്ള വൈദ്യുത ലൈനിലെ വൈദ്യുത വാഹക കമ്പികൾ മാറ്റി സ്ഥാപിക്കുന്നതിന് വേണ്ടി ലൈൻ ഓഫ് ആക്കുകയും സർവീസ് വയർ അഴിച്ചു മാറ്റുകയും ചെയ്തു. കമ്പികൾ മാറ്റി സ്ഥാപിച്ചതിനുശേഷം വൈകുന്നേരം 5:45ന് സർവീസ് വയർ പുനസ്ഥാപിക്കുകയും വൈദ്യുതി ലഭ്യമാക്കുകയും ചെയ്തു. അന്നേദിവസം രാത്രി വീട്ടിൽ ലൈറ്റുകൾ ഓൺ ചെയ്തപ്പോൾ കൂടിയ പ്രകാശത്തോടെ പ്രകാശിക്കുകയും വൈദ്യുത ഉപകരണങ്ങൾ കത്തി നശിക്കുകയും ചെയ്തു. ഇത് ഉയർന്ന വോൾട്ടേജിൽ വൈദ്യുതി പ്രവഹിച്ചതിനാലാണ് എന്നാണ് പരാതി. പരാതിക്കാരൻ സെക്ഷൻ ഓഫീസിൽ 26/3/2022 ൽ പരാതിപ്പെട്ടതനുസരിച്ച് സെക്ഷനിലെ ജീവനക്കാർ പരിശോധിക്കുകയും സർവീസ് വയർ ഫെയ്സിലും ന്യൂട്രലിലും ബന്ധിപ്പിക്കുന്നതിന് പകരം രണ്ട് ഫെയ്സുകളിൽ ബന്ധിപ്പിച്ചതിനാലാണ് അമിത വോൾട്ടേജ് പ്രവഹിക്കുകയും വൈദ്യുത ഉപകരണങ്ങൾ കേടാവുകയും ചെയ്തത് എന്ന് അഭിപ്രായപ്പെട്ടു. ഇതുമൂലം പരാതിക്കാരന് 15,210/-രൂപയുടെ നഷ്ടം ഉണ്ടാവുകയും അത് പരിഹരിക്കണമെന്ന് ലൈസൻസിയോട് ആവശ്യപ്പെടുകയും ചെയ്തു. പരിഹാരം കാണാത്തതിനാൽ CGRF (south) ൽ പരാതി നൽകുകയും CGRF ഉത്തരവിറക്കുകയും ചെയ്തു. തർക്കം അവിടെയും പരിഹരിക്കപ്പെടാത്തതിനാലാണ് Ombudsman-ന് പരാതി സമർപ്പിച്ചത്. 1. ഉഭയകക്ഷി സമ്മതപ്രകാരം തർക്കം പരിഹരിക്കപ്പെട്ടതിനാൽ ഈ പരാതി ഇവിടെ തീർപ്പാക്കിയിരിക്കുന്നു. 2. മറ്റുചിലവുകളൊന്നും അംഗീകരിച്ചിട്ടില്ല. |

| The appellant is the consumer of the licensee under Vaduthala Electrical Section and connection is availed for a Dental Clinic in LT VIG tariff with connected load 5840 w. The meter reading is taken on bimonthly basis and bills were raised accordingly. The meter reading on 08/11/2022 was 3024. The reading of January 2023 was not taken due to door lock condition and then the reading on 3rd March 2023 was 9248. Then the consumption was 6224 units (9248-3024). The bill for Rs. 54034/- was raised to the appellant. Consumer raised compliant on the bill as her bimonthly bill was between Rs. 2500/- to Rs. 4000/-. The staff of the licensee checked the energy meter but no anomalies found. The meter is tested in NABL accredited meter testing lab and no defects noticed in the meter. The consumer has been asked to check the wiring as the chance may be due to earth leakage of power. The appellant checked the wiring and no abnormalities noticed. The appellant filed the petition to the CGRF and CGRF issued order dated 27/07/2023 stating that the consumer is liable to pay the bill. Aggrieved by the order of CGRF the appellant filed this appeal petition to this authority. |

| The appellant is a consumer of the licensee (KSEBL) under Thrikkakkara Electrical Section. The appellant applied for the power supply to their new project BCG Residency opposite CEZ at Seaport Airport Road, Kakkanad, Ernakulam on 13/01/2013. The requirment of the power of the appellant was 900kVA along with three other applicant. The 11 kV line has to be drawn for a length of 1.8 km from the 66 kv substation, Kakkanad in which 1.65 km is a new line and 140 m of line duplication. The appellant has paid the proportional contribution for the work of Rs. 2,41,935/- The licensee has completed the works on 30/04/2013 and issued notice on 28/06/2013, to avail the power supply by 30/06/2013, if not the unconnected minimum charges will be levied at the rate of Rs.54,900/- per month. The appellant could avail the power supply as on 28/06/2015. As per the supply code 2005 regulation 10(1), the appellant is liable to pay the UCM charges. The supply code was revised and the same was come into force with effect from 01/04/2014, the UCM charges are not applicable as per the new supply code. Hence, the licensee charged the UCM charges from 01/07/2013 to 31/03/2014 (i.e., for 9 months) for Rs. 4,94,100/- The appellant contented this demand notice stating that this is not chargeable as per the Electricity Act 2003. They file petition to CGRF and CGRF issued order dated 18/10/2023 stating that the appellant is liable to pay the UCM charges for six months. Aggrieved by the decision of CGRF, this petition is filed to this authority. |
