The appellant availed an electric connection from the licensee (KSEBL) with consumer no. 11567220229617 from the Ollur, Electrical Section under the tariff LT VI A. The connection availed was for an Industrial Establishment with connected load of 83Kw. The meter provided is the CT connected meter with current ratio 150/5 and hence the multiplication factor 30. APTS inspection was conducted on 24/05/2018 and it was found that voltage in one phase of energy meter was missing. A standard reference meter was connected and found that the meter record only 67.56% of the actual reading. When the data was downloaded from the meter it shows that the voltage was missing for 34 times since 7/2017. A site mahazar was prepared in presence of the manager of the appellant and a copy was handed over to them. Accordingly, a short assessment was issued for Rs. 52,500/- on 11/06/2018 for the missing 1/3rd of the consumption for the period of three months from 02/2018 to 04/2018. During the audit of RAO, opined that the short assessment is to be charged for the entire period and an additional bill for Rs. 1,61,556/- was issued on 20/02/2020. Then the appellant submitted the complaint to the Vydhyuthi Adalath, then the amount was revised to Rs. 1,32,127/-. The appellant filed petition to the CGRF (CR), Ernakulam and CGRF issued order dated 18/08/2023. Aggrieved with the order of CGRF, this appeal petition was filed to this authority.

The appellant shri Biju Kuriakose is a consumer of the licensee under the tariff LT IA with the consumer number: 11573444011859 under Thiruvaniyoor Section. The consumer installed a Solar Plant of 10kw capacity on 13/12/2018. The connected load of the consumer is 29.35 kw. The solar plant is the grid interactive solar system. The meter has been converted CT/PT connected meter as his connected load exceeded 25kw on 18/12/2020. The zone wise reading of the TOD meter started from 7/2022 onwards. On verification of the zone wise reading, it recorded export of energy in the Zone II and Zone III which shows that there is connection error in CT. Accordingly the sub engineers visited the site and found that the secondary terminals of the CT connected wrongly to the meter. As the polarity was reversed the meter recorded export as import and import as export. The connections were rectified and a mahazzar was prepared. A short assessment bill for Rs. 3, 09,269/- was issued to the appellant. The CGRF was approached and CGRF issued order stating that the appellant is liable to pay the short assessment bill with effect from 18/12/2020. Aggrieved by the decision of CGRF, this appeal petition is filed.
P/034/2023- M/s Good Buy Soap and Cosmetics(P)Ltd.

Appellant M/s Good Buy Soaps & Cosmetics (P) Ltd. is the consumer of the licensee (KSEB) under the Kanjikode Electrical Section with consumer no. 1165289012972. The connected load is 99.455 kw and contract demand is 95kvA. On inspection of HTMT unit found that the real time clock of the CT meter was defective and thus the meter reading was erroneous. The energy meter was declared faulty. Due to the error in the meter the appellant was under charged during the period Jan/2021 to Aug/2021. A short assessment bill was issued to the appellant for Rs. 2,54,081/- for the said period. The short assessment was calculated taking average of the preceding 6 months for 7/2020 to 12/2020. The appellant filed petition to the CGRF and vide CGRF ORDER dated 12/08/2022, the short assessment bill was quashed and directed the licensee to revise the short assessment as per regulation 125 (1) of Kerala Electricity Supply Code 2014. The licensee filed a review petition and CGRF issued a revised order dated 08/05/2023 stating that the licensee can collect the energy charges for the escaped portion as per regulation 134 of the Supply Code 2014. Aggrieved by the review of order of CGRF, this appeal petition was filed.
