The consumer was provided with electric connection to his newly built building and KSEB allotted non- domestic tariff to the premise treating it as used for a Tuition Centre. The consumer wants the tariff as it was meant for a domestic purpose. The consumer did not pay the bills as he is aggrieved over the tariff allotted and requested for the disconnection of his service connection. The KSEB dismantled the connection and took steps to recover the arrears pending through revenue recovery. Aggrieved by this, this petition was filed.

An inspection conducted by the APTS had detected that electricity was being used from the industrial tariff connection for commercial activities and the tariff assigned by KSEB was wrong and directed to change tariff and make up the revenue loss by raising a bill. Based on the inspection, tariff of the consumer was changed from the date of connection and provisional short assessment bill issued. The consumer has challenged the change of tariff fixation and the short assessment bill.

The consumer running a Cinema Theatre complaints against the high meter reading recorded (high energy consumption) during one month. The grievance of the consumer is that the excess consumption was the result of defective energy meter due to jumping or turning of the last digit in the counter (digit mechanism) of the meter, due to mechanical defect. He alleges that, if the Theatre is run continuously for 30 days, even then the consumption will not match with that recorded. The KSEB argues it as a earth leakage case.
