The consumer had a low consumption recorded cases when the CT to the meter was found faulty and KSEB has a case of lower consumption for certain past period, comparing the actual consumption when the CT was repaired or replaced. The consumer challenge the reckoning of the previous period of CT fault for raising the short assessment bill prepared based on the Audit report of KSEB. APTS detected some anomalies on three numbers of electrical connections provided to the Plantation Estate of the consumer. The anomalies detected are misuse of pumping water for domestic purposes, extending power supply from agricultural connection to another industrial connection by joining the connections through a power cable and misuse of power from the agricultural connection to the water tank of industrial service. Penal bills were issued against which the consumer was aggrieved.

An inspection done by the APTS detected unauthorized additional load at the premises of the appellant, an HT consumer. The dispute is regarding the quantum with respect to the sanctioned connected load and the irregularity falls squarely within the ambit of Section 126 of Electricity Act 2003 and was not maintainable before the CGRF and EO. The Hon High Court directed EO to hear and dispose as per Law.
