The complaint of meter fault was entertained lately by KSEB. Request for refund of excess amount remitted to KSEB. Dispute over the determination of the meter faulty period.

The new Meter Reader (MR) takes the reading and issues the spot bill directly. But the lease holder of the shop questions the identity of the MR and refuses to accept the bill. He lodges complaint to the AE. The Bill was forwarded to the registered consumer, the owner of the shop. The person was issued a copy of the bill when he approached office again.By this time the due date of the bill was over and he was required to pay late fine. Dispute.
Case filed at Hon: High court. P/206/2011. Divisional Engineer, BSNL, Tvm.

The KSEB’s own inspection reveals that the CT’s Multiplication factor used for billing is higher than the actual. The BSNL requests for Refund with interest for complete back period. The Issue was the deter-mination of the actual wrong billing period. The consumer prefers appeal at Hon: High Court. Hence case not maintainable.
