The burning hours of street lights were wrongly calculated as six hours which were actually burned for 12 hours, which was found in the audit inspection. Since the arrear bill pertains to very old period and it is not possible to verify the accuracy of the burning hours of street lights at that time, requests to set aside the impugned bill. It is held that no street lights are switched off after midnight, that is after 6 hours of operation and consumer has the liability of paying the charges for electricity, they have consumed. It is directed to revise the bill, limiting to the last two years.

The faulty meter was not replaced by the respondent for 20 months. The reassessment of the consumer, as per the true average energy consumption has not been done timely, after getting subsequent meter readings on replacing the faulty meter. The reassessment was done based on an audit report after two years of replacing the faulty meter. The consumer has opted for a settlement and ordered accordingly.

The audit party observed that the power meter was faulty and after the replacement of meter the consumption was found increased and hence needs reassessment of the previous bills. The Board has not taken meter reading for a long period, citing the reason as door locked condition and after that as meter faulty. It is held that the Board has failed in replacing the faulty meter in a reasonable time as per the provision in Supply Code and reassessing the consumer, after replacement of faulty meter after a period of 5 years is not fair.
