പരാതിക്കാരനായ ശ്രീ. പൗലോസ് മേലൂർ ഇലെക്ട്രിക്കൽ സെക്ഷൻ പരിധിയിൽപ്പെട്ട കൃഷി സ്ഥലത്തേക്ക് കൃഷി ആവശ്യത്തിനായി വൈദ്യതി കണക്ഷൻ ലഭിക്കുന്നതിന് വേണ്ടി അപേക്ഷ സമർപ്പിച്ചു. ലൈസൻസിയുടെ ഉദ്യോഗസ്ഥൻ സ്ഥലപരിശോധന നടത്തുകയും എസ്റ്റിമേറ്റ് നൽകുകയും ചെയ്തു. സർവീസ് കണക്ഷൻ എടുക്കേണ്ട പോസ്റ്റ് റോഡിന്റെ മറുവശത്തായതിനാൽ wp വയറിന് സപ്പോർട്ട് ആയി ഒരു പോസ്റ്റ് സ്ഥാപിക്കേണ്ടതുണ്ട്. എന്നാൽ മാത്രമേ വാഹന ഗതാഗതം ഉള്ള റോഡിൽ നിയമപ്രകാരമുള്ള ഉയരം ലഭ്യമാകുകയുള്ളു. പരാതിക്കാരൻ സ്ഥാപിച്ചിട്ടുള്ള pump room ന്റെ ഉയരം കുറവായതിനാൽ തന്നെ തറ നിരപ്പിൽ നിന്നുള്ള ഉയരപരിധി നിലനിർത്താൻ പോസ്റ്റ് വേണ്ടതാണെന്നും ലൈസൻസി അറിയിച്ചു. അധിക പോസ്റ്റ് നിർത്താതെ തന്നെ പരാതിക്കാരന് നേരിട്ട് പമ്പ് ഹൌസിലേക്ക് കണക്ഷൻ വേണമെന്നതാണ് ആവശ്യം. അത് നടത്തിക്കൊടുക്കാൻ ലൈസെൻസി തയാറാവാത്തതിനാൽ പരാതിയുമായി CGRF ൽ എത്തി കേസ് പരിശോധിച്ച് നടപടി പൂർത്തിയാക്കി CGRF ന്റെ ഉത്തരവ് 28/05/2024 ൽ ഇറങ്ങി. അതുപ്രകാരം പോസ്റ്റ് നിർത്തിക്കൊണ്ട് സർവീസ് കണക്ഷൻ വലിക്കുന്നതിനും, ഈ ചെലവ് പരാതിക്കാരൻ വഹിക്കണമെന്നും പ്രതിപാദിച്ചിരിക്കുന്നു. അതിൽ തൃപ്‌തനാകാതെയാണ് പരാതിക്കാരൻ അപ്പീൽ പരാതി ഓംബുഡ്സ്മാൻ സമക്ഷം സമർപ്പിച്ചിരിക്കുന്നത്.

The appellant Shri. K.N.Vijayan is the son and legal heir of Shri.K.Narayana Kurup who was the consumer of consumer number : 1156247003265. This was a 3 phase industrial connection with tariff LT IV and connected for an industry named as Rubber Footwear Industry situated in Pala. The power was connected in 1972 with connected load 68 Kw. The industry was functioned from 1972 to 1982 and the electricity charges was regularly paid.The KFC has attached the industry on 06/09/1982 and was closed during Sep 1982. KFC has released a portion of land during 2000, and this land have been sold out and dues of KFC was cleared. The electric connection was disconnected due to arrears and the amount of arrears up to 4/2003 was Rs. 2,90,149/-. The Licensee has permitted for re connection through a special order and reconnected on October 2003. The licensee has sanctioned instalment facility (20 installments) to clear the arrears. The arrear was not remitted. Then the industry was closed during 2004 and the power connection was dismantled on 17/07/2004. The total arrear at the time of dismantling was Rs. 3,31,994/-. KSEB has initiated Revenue, recovery procedure to recover the outstanding arrears. The original consumer Sri. K. Narayana Kurup expired on 19/10/2008. After the death of the defaulter consumer, the Revenue authorities stop the RR procedure and the land in the name of the consumer was divided and registered in the name of the legal heirs. The revised RR action initiated against the son of the consumer K.N.Vijayan. The appellant filed the petition to the CGRF and CGRF disposed the case stating that the appellant is not a consumer. Then filed the petition to Hon'ble High court of Kerala vide WP ( c ) No: 3284/2020 and the Hon'ble court disposed the case vide order dated 28/05/2024 by directing him to file the petition the State Electricity Ombudsman.The court also states that the Ombudsman shall decide on the appeal without considering the question of limitation. Accordingly this petition was filed to this Authority.

The appellant Shri. Gopakumar.R is a consumer of the Licensee (KSEBL) under the Electrical section, Ernakulam Central. The connected load in 73 Kw with contract demand 67 KVA and the power was connected on 08/12/2017 under the tariff LT IV A Industrial. The AEE, of Electrical subdivision, Ernakulam Central had conducted a surprise inspection on 14/07/2024. The CT connected for this 3 phase supply was of 200/5 ratio and hence the multiplication factor to be 40. The Licensee was billing the consumer since the date of connection with the multiplication factor as 20 instead of 40. A short assessment bill for Rs. 15,38,792/- has been prepared and issued for a period from 08/12/2017 to 14/02/2024. Which is for more than 5 years. The appellant objected the short assessment bill prepared for 5 years and filed the petition to CGRF. CGRF issued the order dated 15/05/2024 on completing the procedures which states that the appellant is liable to pay the short assessment bill. Aggrieved with the decision of the CGRF this appeal petition is filed to this Authority.
