The KSEB had detected unauthorised additional load being used in the premises of the consumer and charged 1.5 times for the period in question under Section 126 of IE Act, 2003. While so, the RAO, KSEB inspected the office billing records and found that the consumer was not billed for proportionate energy charges of UAL, as per rules, during the said period. The consumer was issued short assessment bill for recovering the loss. Dispute.

The Y-phase and B-phase CT’s, feeding the current input to the Meter is found not working on APTS inspection.Hence the meter is recording only 1/3 of the actual consumption. KSEB reassessed for the back period. Dispute the Bill raised.

Excess demand raised from the consumer as per the ToD billing procedure adopted by the KSEB for different time zones- Excess billing for 3 zones instead of Maximum excess load per day-by deviating from the direction issued in the order on ‘Rationalisation of ToD (Time of Day) tariff for HT-EHT consumers’ by the Regulatory Commission.
