The new Meter Reader (MR) takes the reading and issues the spot bill directly. But the lease holder of the shop questions the identity of the MR and refuses to accept the bill. He lodges complaint to the AE. The Bill was forwarded to the registered consumer, the owner of the shop. The person was issued a copy of the bill when he approached office again.By this time the due date of the bill was over and he was required to pay late fine. Dispute.
