The appellant Shri. Vinod.S.Panicker is a Consumer of the Licensee, under the Electrical Section, Contonment, Thiruvananthapuram. The Consumer number is 114506008634. The appellant is running a Coffee Shop in the building named Krishna Commercial Complex. The connection to this shop is an LT 3 Phase connection. Another shop room in the same complex has been taken on rent by the appellant from a person named M/s. Keerthi Dhar. There is a single phase connection in this rented shop in the name of Smt. Kasturi, Mother of Keerthi Dhar. There is a door opening between these two shops. The rented portion is used as a servicing place for customers to sit and eat the item supplied from the other shop. The consumer number of the single phase connection is 1145064006792. The officials of the Licensee issued notices for using two connections in the same premises located in the same commercial complex. This was objected by the appellant stating that the two connection are in the name of different consumers and in different premises. The physical opening between two premises is the only issue. The power is not cross utilizing for other than the premises connected for. The appellant has filed the petition to CGRF and CGRF issued order dated 28/04/2025, stating the disconnection process initiated by the Licensee is valid. Aggrieved with the decision of CGRF, this appeal petition is filed to this Authority. |

This petition is submitted by Smt. Simi Shaji Panicker for the connection with consumer no. 1155688022548 under the Electrical Section, Aluva North. This is a domestic connection registered in the name of Smt. Lakshmi Sukumaran, Indeevaram, Ernakulam. Neither Smt.Simi Shaji or Smt. Lakshmi Sukumaran is residing in this apartment. The apartment is rented out to a third party. Smt. Lakshmi Sukumaran had constructed an apartment building in the land under her ownership which consists of 5 apartments G+2 floors. One apartment in the second floor is purchased by the petitioner and rented out to a different person. The connection was in the name of the original owner Smt. Lakshmi Sukumaran. The present owner has not taken any action to transfer this connection. The meter reader had noticed a high consumption during 12/2023, 02/2024 and 04/2024 but the bill was given on considering the average consumption. This was informed to the occupier of the house. The petitioner had applied for meter testing on 22/04/2024 and the meter was sent to TMR Angamally for Testing on 23/04/2024. The meter test results states that the meter is accurate. The downloaded data shows that the high consumption was recorded from 01/11/2023. The Licensee had issued a revised bill for this period considering the meter reading for Rs.2,19,230/- which was objected by the consumer. The petition is filed to CGRF and CGRF issued order on completing the procedures on 29/04/2025. Aggrieved by the decision of the CGRF, this appeal petition is filed to this authority. |

The petitioner Shri. Benny Thomas is the representative of the Owner of the property. The property is owned by Shri. Biju Itty and Smt. Jessy Biju. There is an LT three phase service connection bearing consumer no. 1157495006926 registered in the name of Vincent M.K (Major), Mattappallil, Lakkattoor under LT IV A tariff for an Industrial Manufacturing unit. The property along with industrial unit was sold out by Mr. Vincent and now it is owned by Shri. Biju Itty & Smt. Jessy Biju. Shri. Benny Thomas has taken this premises and the buildings on lease for running an industry which produces the Rubber blocks under the name Aiswarya Rubbers. The LT three phase power availed from the Licensee for the functioning of the industry with connected load 53 KW. This petition is filed by the present owner and represented by Shri. Benny Thomas. On 22/10/2024, the APTs unit of Kottayam along with the officials of the Electrical Section, Kooropada had conducted a surprise inspection of the meter panel and the installation of the said factory. They found that the CT used is with CT ratio 200/5 and then multiplication factor would have been 40. The billing of this consumer was done considering the MF as 20 instead of 40. The meter replacement of this connection was done on 04/01/2019 and the data base would have been corrected after the meter replacement. The MF of the CT also would have been wrongly entered during this time. Then the short assessment bill have been served to the consumer for Rs. 12,48,292/- for a period from 02/2019 to 10/2024 around 5 years and 9 months. The consumer had objected the short assessment bill and filed the petition to CGRF and CGRF issued order dated 29/03/2025 on completing the procedures. Aggrieved by the order of CGRF, this appeal petition is filed to this authority. |
