The CGRF has ordered to refund the cost of meter collected from the consumer. The request to refund the cost of broken meter was disallowed by this Authority as he has sought such a relief but failed to put forward any valid contention for the same in the Appeal petition. Aggrieved by the order the consumer filed a review petition. It is stated that since the CGRF has accepted the request and ordered his demand, he refrained from further arguments before EO, even though the relief was sought in the Appeal Petition.
Initial Tariff fixation – consumer complaints that he was billed under wrong tariff of Non domestic instead of domestic– Appeal Petition No. P/216/2011 – K. Sreedharan Pillai, Venjaranmoodu, Thiruvanathapuram.

The consumer was provided with electric connection to his newly built building and KSEB allotted non- domestic tariff to the premise treating it as used for a Tuition Centre. The consumer wants the tariff as it was meant for a domestic purpose. The consumer did not pay the bills as he is aggrieved over the tariff allotted and requested for the disconnection of his service connection. The KSEB dismantled the connection and took steps to recover the arrears pending through revenue recovery. Aggrieved by this, this petition was filed.

An inspection conducted by the APTS had detected that electricity was being used from the industrial tariff connection for commercial activities and the tariff assigned by KSEB was wrong and directed to change tariff and make up the revenue loss by raising a bill. Based on the inspection, tariff of the consumer was changed from the date of connection and provisional short assessment bill issued. The consumer has challenged the change of tariff fixation and the short assessment bill.
