KSEBL has drawn an electric line and post without the consent of the appellant. Now the land utility is affected and the appellant cannot build a house in the plot. He has complained to the Section Office and they informed to bear the cost of the shifting. The appellant is a senior citizen and not able to bear this cost. Appellant has filed petition to the CGRF, Northern Region and CGRF (NR) vide order dated 26-07-2022, ordered that the line could be shifted at the cost of the appellant. The appellant filed appeal petition before this Authority and following decisions are taken: 1.The License shall convert the line into cable and has to be drawn to the road, which is proposed under RDS Scheme 2024-25. 2. If the appellant required to shift on urgent basis, the Licensee shall shift the line and the cost is to be borne by the appellant/property owners.

The appeal petition filed on 24-08-2022 after a lapse of around 11 months. The reason explained by the appellant is that the order of CGRF was not received and finally received by e-mail only on 10-08-2022. The appellant has filed petition to the Hon’ble High Court of Kerala vide WPConsumer Grievance Redressal Forum 1450/2021 with same averments, same grounds and same prayers of this appeal. Further, the same matter has been heard by the Electricity Ombudsman and the order has been issued on 16-06-2020. The prayer is same in this petition also. The WP Consumer Grievance Redressal Forum 1450/2021 is pending in the Hon’ble High Court of Kerala and hence, this petition could not be accepted. The appeal petition filed by the appellant is disposed of accordingly.

The meter reading was not taken for 8 billing cycle during the period since 06-04-2019 due to the door locked condition. The appellant has been issued a bill showing an abnormal electricity consumption of 5222 units for an exorbitant amount of Rs.33,546/-. As per the notice issued by the Licensee dated 24-03-2022, the total amount due is Rs.38,487/-. The appellant filed petition to CGRF (SR) and CGRF (SR) ordered that the petitioner is liable to pay the bill issued by the Licensee. The appellant approached this Authority and following decisions are taken: 1.The appellant is liable to pay the bill. 2. The Licensee may grant 12 monthly instalments for payments. 3. No surcharge is to be levied
