The Anti Power Theft Squad (APTS) of KSEB Ltd. inspected the premises of the appellant and found defects in the metering system, which led to the non-recording of actual consumption in the premises. The appellant was given a short assessment bill for Rs.5,57,705/- for the period from 09/2019 to 08/2021 to compensate the revenue loss. Though the appellant was ready to remit the amount in 24 monthly instalments if the instalment was granted without any interest or surcharge, the Licensee did not allow relaxation in interest or surcharge. The appellant approached the Consumer Grievance Redressal Forum (CGRF), Central Region within thirty days. The Forum vide its order dated 20-11-2021 in OP No. 31/2021-22 rejected the request. Then the appellant filed this appeal petition before this Authority. The short assessment bill for Rs.5,57,705/- for the period from 09/2019 to 08/2021 issued to the appellant is quashed. The respondent is directed to revise the short assessment bill for a period of 12 months prior to the date of inspection and issue the revised bill within 15 days from the date of order. The respondent shall issue 12 equal monthly instalments on the revised bill amount without interest and the appellant shall remit the instalment amount within the due date fixed by the respondent for each instalment. The order of CGRF, Central Region, Ernakulam in OP No.31/2021-’22 dated 20-11-2021 is set aside.

A weather proof line was drawn through the property of the appellant for providing an electric connection to Sri. Moideenkutty, brother of the appellant and the connection for domestic purpose was effected on 13-01-2009 with consumer number 23143 under Electrical Section, Beypore. There was no objection from the side of the appellant while effecting the said connection. The appellant approached Hon’ble Munsiff Court, Kozhikode, District Vydhuthi Adalath conducted by KSEB Ltd., Human Rights Commission, Consumer Grievance Redressal Forum (CGRF), Northern Region, Kozhikodeand before this Authority by filing Appeal Petition on 08-12-2021 against the order of CGRF in OP No.124/2020-21 dated 26-03-2021. The Appeal Petition filed by the appellant is rejected and stand disposed of as such.

The appellant filed this Appeal Petition with a request to issue order for the shifting of the distribution transformer erected in front of the appellant’s property for the free entry to the landed property from the road. The transformer was erected in the year 2010 and even after repeated requests, the respondent had not taken any action for the shifting of the transformer. As such the appellant filed a petition vide OP No. 52/2021 before CGRF, Southern Region, Kottarakkara and the Forum in its order dated 28-09-2021 rejected the request of the appellant with an opinion that the petitioner is at liberty to approach the District Magistrate, Kollam. The appellant filed this appeal petition before this Authority. It is directed the respondent to look once again whether there is technical feasibility for shifting or rearranging the transformer station minimizing the inconvenience to the appellant and the respondent shall inform his decision to the appellant within a period of 15 days from the date of this order. If the appellant is not satisfied with the decision of the respondent, the appellant is free to approach the District Magistrate.
