The appellant Shri. Mohammed M.P is a consumer of the licensee under their Section Electrical section, Balusserry with consumer number 1166138041578. The three phase service connection under the tariff LT.7A with connected load 39.928 Kw was connected on 16/01/2018. The power is availed for the working of a Gold and Jewellery shop named as ‘M/s. Diya Gold and Diamonds’. Anti Power Theft Squad (APTS) conducted an inspection on 09/11/2023 and found that B phase current was recorded zero by the meter. This is only because of the B phase terminal of ‘CT’ is not connected to the meter terminal. The meter was recorded 2/3rd of the actual consumption and the fault occurred since 06/03/20218 and the same was rectified on 27/11/2023. After the rectification the meter started recording the actual consumption. The site mahazar was prepared and a copy was landed over to the representative of the consumer. The licensee was prepared the bill for the short assessment for Rs. 11,19,440/- and send as demand notice. The appellant filed the petition to CGRF and CGRF has ordered to revise the short assessment calculating the average consumption before and after the rectification. Accordingly the short assessment has been revised to Rs. 6,35,437/-. The CGRF ordered that the appellant is liable to pay the amount as per the revised short assessment bill. Aggrieved by the decision of CGRF, this appeal petition was filed to this Authority. |

The appelant Shri.Moideen Haji is the Consumer of the Licensee (KSEBL) under their electrical section Puthenathani having consumer number 1165711041204 under the tariff LT.VI.G. The power is availed for the functioning of a private hospital named ‘Trust Medical Centre’, at Randathani, Malappuram. The connected load is 37 Kw in 3 phase connected through a ‘CT’ meter with ‘CT’ ratio 200/5. On 18/01/2023 an, inspection was conducted by AEE and found that CT’s were connected wrongly to the meter. Secondary terminal of Y phase ‘CT’ is connected with the B phase terminal of the meter and B phase of ‘CT’ terminal connected to Y phase terminal of meter. Hence the meter was recording the consumption less than the actual consumption. A parallel meter was connected from 23/01/2023 to 27/01/2023 and found that the meter was recording 40% less than the actual consumption. The short assessment prepared by the licensee and send the demand notice to the appellant for Rs. 5,50,810/-. The appellant filed the petition to CGRF and CGRF issued order dated 15/05/2024, and reduced the amount to Rs.4,19,189/-and the appellant is liable to pay the amount as per the revised demand. Aggrieved by the decision of the CGRF this appeal petition is filed to this Authority. |

The appellant is the Principal of Heera College of Engineering and Technology situated at Panavoor, Nedumangad, Thiruvanathapuram. This college in an HT Consumer of the Licensee under Electrical Section Chullimanoor with tariff HT II (B) general. The appellant had defaulted the payment and the total arrear works out to Rs. 13,77,479/- for a period from 12/06/2023 to 11/06/2024. The notice was issued to the consumer as per section 56 (1) of the Electricity Act which leads to disconnection of power. The college and Hostel was taken over by the District administration for running the Covid quarantine centre for a period of 6 months from 18/03/2020. The power charges for this period was not paid by the appelant. This arrear was accumulated and the payments made there after was adjusted as per regulation 133 of the Kerala Electricity Supply Code 2014. The appellant has taken up the matter to the State Government for sanctioning the suitable compensation including the power charges. The appellant had filed the petition to the CGRF and CGRF issued the order 04/06/2024 stating that the appellant is liable to pay the amount. Aggrieved by the decision of CGRF, this appeal petition is filed to this Authority. |
