 Unauthorized line extension – surprise inspection by APTS and short assessment bill issued – P/270/2012 – A. Gopinathan, Thiruvanathapuram.

| Unauthorized use of electricity by extending supply from one building to another building in the premise of the appellant was detected by the APTS team in a surprise inspection. It is confirmed that unauthorized extension of electric supply has occurred in the premises of the appellant. As it is a case of unauthorized use of electricity under Section 126, the appeal petition is not maintainable before this Forum and disposed of accordingly. |
| Misuse of tariff – electric connection under domestic tariff used for another electric connection under industrial tariff – P/289/2012 – Cherian V.Z., Punalur.

| Electricity from domestic connection in the premises of the consumer was seen used to pump water to the nearby situated ice plant, owned by the consumer, under industrial tariff. Since this is a case of misuse of tariff, detected in an inspection and the consumer was issued a provisional penal bill. Consumer filed objections before the AE who revised the penal bill and later he approached the Dy. Chief Engineer, the appellate authority. The appellate authority confirmed the orders of the AE and disposed the petition accordingly. The consumer approached the CGRF who dismissed the petition stating he lacks jurisdiction in entertaining a complaint against under Section 126 and 127 of the Act. |
| Spot bill –complaints of higher rate for billing done for 87 days – P/278/2012 – P.K.George, Kadavanthra, Kochi.

| The consumer complaints that the billing done at the end of 87 days instead of usual 60 days caused to apply a higher rate for the last portion of units consumed. The bimonthly electricity bill was seen raised for 83 days instead 0f 60 days, which caused the increase of the billing tariff rate at the upper slabs of the units of consumption. The Board was directed to revise the bill accordingly. |
