A surprise inspection was conducted in the premises of the consumer by the APTs and detected UAL and penal assessment was made and the same was remitted by the consumer. Later Audit Wing directed the KSEB to recover the short assessed portion of energy charges and the shortage in the meter rent. The short assessment bill issued to the consumer is decided as not maintainable since “Once the assessed amount is paid by the consumer, he will be absolved from any further liabilities”. Meter rent is found payable by the consumer.

The consumer’s energy consumption has increased due to change of his business from STD booth, to that of running an ice cream cum cool drinks shop. The board has changed the tariff of the consumer from LT VIIB to LTVIIA and the subsequent bills were issued under LT VIIA tariff. The consumer contests this stating that neither a site mahazar was prepared nor a notice was issued to the party convincing him the existence of any additional load in his premise. The action of KSEB in changing the tariff is found not in order and hence the case decided in favour of the consumer.

The APTS inpection revealed that one of the metering CTs was not working and the other two CTS were also not measuring the consumption correctly. The test conducted with a standard test meter “ACCUCHECK” showed that the error of the meter was 89% of the actual energy consumed. The case settled with the consent of the consumer, by agreeing to assess him for 89% energy loss for the last one year and hence ordered to revise the short assessment bill accordingly.
