The licensee, KSE Board Limited has drawn LT lines to give power supply to Poonjar Drinking Water Scheme under Electrical Section, Peermade, a project sponsored by the District Panchayath. KSEBL has erected posts along the side of the public rood, and two posts are standing in the property of Smt. Vanaja whose boundary is marked by barbed wire fencing. The appellant is disputing the erection of posts stating that the posts are erected in the middle of the road and also encroachment of the Purambokku road. Aggrieved by this, the appellant approached the CGRF with a plea to shift the posts to the side of the path. As the issue relates to revenue matters and Forum has no jurisdiction, the complaint was disposed vide order no. 118/14-15 dated 25-02-15. Not satisfied with the decision of the CGRF, the appellant filed an appeal petition before this Authority. Since the appellant had already approached the Revenue Authorities for settling the disputes it is not proper for this Authority to make any orders in this regard.

The appellant is a consumer having consumer number 61 under the electrical Section, Ponnani. The appellant is running an oil mill in the name of K. P. Oil Mills at Ponnani. On 11-11-2011, the APTS team along with the KSEB officials inspected the premises of the appellant and detected the ‘Y’ phase voltage to the CT meter found missing. On the basis of the inspection, the appellant was issued a provisional assessment bill for Rs. 62,675/- on 6-12- 2011. The appellant filed an objection before the Assistant Engineer, Electrical Section, Ponnani which was disposed after conducting a hearing and issued a final bill amounting to Rs. 1,91,549/-. The appellant filed an appeal petition, after remitting the 50% of the bill amount, before the Deputy Chief Engineer, Tirur, who confirmed the bill amount. Still not satisfied with the decision, the appellant approached CGRF, Kozhikode with a petition as numbered OP 46/2014-15 and the same was dismissed since the case comes under Section 126 of Electricity Act 2003. Against the order of CGRF, Kozhikode, the appellant filed this appeal before this Authority on 18-06-2015. Since both the parties agreed to settle the dispute the petition is disposed of directing the respondent to revise the assessment for Rs. 62,625.00 as requested by the appellant.

The appellant is a 3 phase consumer having a connected load of 26952 Watts with consumer number 24305 under Electrical Section, Vizhinjam. The respondent issued bill for average consumption of 1895 units for the month of April 2014 amounting to Rs. 22,239/- and for 965 units amounting to Rs. 12,820/- for the month of May 2014. Aggrieved by this, the appellant approached the CGRF, Kottarakkara with a petition in OP No. 1324/2014 which was dismissed due to lack of merits. Against the above Order of the Forum, the appellant filed this appeal. It is decided to revise the bill based on the per day consumption @ 3.9 units as detailed and excess amount already charged from the appellant shall be refunded along with interest or adjusted against the future bills. Appeal is admitted. CGRF order is set aside.
