Meter found recording less than the actual consumption on inspection and testing– short assessment bill issued - P/343/2013 – Janardhanan Pillai, Kollam.
It was detected by the APTS,KSEB that the energy used in one phase of supply of the party was not recording in the meter. The consumer was issued with a short assessment bill for the back period of one year to recover the charges of the unrecorded portion of the energy assessing at 50% of the consumption recorded. The respondent was directed to revise the disputed bill, taking the succeeding six months average consumption after changing the meter as his true average consumption for the disputed period of one year.
