the appellant failed to comply the Board orders to install ToD meter in the premises, he was charged 50% extra over the rates notified for demand and energy and accordingly a penal bill was issued to him amounting to Rs.7,04,980/‐, for the period 1/2001 to 9/2005. The orders issued by the CGRF in OP No.182/2016-17 dated 07-07-2017 is upheld.
