The appellant is the owner of a High Rise building having a HT electric connection with a contract demand of 70 KVA. The connection was given after installing a 150 KVA indoor transformer. Seven numbers of other LT connections were also given to the said building (from KSEB T’rfr) on the basis of the applications of the owner/rent holders or occupants prior to HT service with in a total of 50 KVA. While so, the appellant had applied for additional load for a LT connection. Since the total load of all the LT connections so availed in the building including the additional load requested) exceeds 50 KVA, the appellant was asked to install a separate transformer in his building premises, by the KSEB. Hence this dispute.

Applications for enhancement of connected load on one connection and reduction in connected load on another connection and for a fresh electric connection were submitted by the consumer on 18/1/2010. Reliefs sought are to approve and allow enhanced/reduced load and to effect new service connection applied and pay penalty as envisaged under Standard of Performance Regulations for delay.

The ownership of the Building and the consumer, who runs a large Multi-Business Unit and in whose name the electric connection was registered, were in the name of two different Partnership Firms. The KSEB insisted for Letter of consent from the owner and also demanded Additional Security deposit, equivalent to Cash deposit, for giving the connection.
