The appellant’s institution was being billed under non-domestic tariff and the anomaly regarding tariff fixation has been detected during the inspection conducted by KSEB officials. The tariff was revised as commercial which is applicable to self financial institutions and an arrear bill was issued towards the differential rate of charges between the old and new tariff. The petition disposed of with direction to keep pending the short assessment bill issued till the decision of SLPs pending before Hon. Supreme Court on identical subject.

The appellant received an abnormal bimonthly bill which he claims not in tune with his energy use or consumption. Based on his complaint of the meter as faulty, a test meter was connected and it was found that the consumptions recorded in both the meters were the same during the testing period. The consumer is not satisfied with the test and has raised the allegation that the testing was not done properly.

The Irrigation department has availed LT electric connection for a pump house under agricultural tariff having a registered connected load below 150 KVA. The allowable maximum load of a LT connection is 150 KVA only. Excess load was detected on an inspection conducted by KSEB in the premises of the consumer and a short assessment bill was issued under HT tariff for the whole load, being the difference in tariff rates between the applicable HT tariff and the existing LT billed rates
