The KSEB demanded costs to install the Ring Main Unit (RMU) for giving supply to the appellant’s high rise building. The petition is against the demand of the cost of RMU included in the sanctioned estimate, in a place where the Licensee has not laid any UG Cables so far. The consumer requested to effect supply without remitting the required amount for RMU and is willing to remit same when the Cable is laid. The case is disposed with a direction to the KSEB to release the connection by collecting all other estimate costs, as required as per rules, except the cost of RMU and accepting the Undertaking offered.

The appellant has applied for electric power to his new industrial unit and paid necessary fees for the same. The Asst. Engineer sought clarification from Dy. CE on the maintainability of giving electric connection for a new industry in a place, separated by a wall only, where there existed already 4 numbers of similar LT industrial connections that manufacture the same product, under the same ownership. The respondent declined to grant power as the DCE directed to advice the applicant to take a HT connection combining all units. Disposed the case with direction to respondent to provide the electric connection as applied by the appellant observing the rules in force.

The connection given to the consumer’s SSI unit was under industrial tariff. The inspection conducted by KSEB officials revealed that the electric connection was not used for any manufacturing activities. Based on the mahazar, the KSEB changed the tariff to commercial and raised short assessment bills on the consumer.In this case, the question to be decided is, ‘whether the activities of the appellant in the case under dispute warrant an industrial tariff or a commercial tariff? It is held that the appellant is eligible for industrial tariff.
