The appellant smt. Visma is a consumer to the licensee under Kedakulam electrical section, Varkala, TVM with a tariff LT IV A (3phase). The registered connected load of the appellant is 90kW and the contract demand is 99kVA for running a plywood manufacturing company. The connection was effected on 04/04/2016. The recorded demand of the appellant is regularly exceeded 100kVA which is a violation of the contract agreement. The APTS squad of the licensee inspected the consumer premises on 24/09/2022 and found that the connected load is 155.415kw which means an additional load of 65.415 was connected to the installation. The officials of the licensee called and informed that an amount of Rs. 47,450.15/- was outstanding which was not known to the consumer. The bill dated 4/02/2023 was not served to the appellant. The AE issued a letter dated 04/08/2023 stating that details of low voltage surcharge and also how this is applicable to the appellant. Aggrieved by the decision of AE, the appellant approached CGRF and CGRF issued order dated 27/09/2023 stating that the appellant is liable to pay the disputed bill. Aggrieved with the decision of the CGRF, this review petition is filed to this authority.

അപ്പീൽ പരാതിക്കാരനായ ശ്രീ. ഷാജഹാൻ പി., വെഞ്ഞാറമൂട് സെക്ഷനിലെ ലൈസൻസിയുടെ (KSEBL) ഉപഭോക്താവാണ്, വെഞ്ഞാറമൂട്ടിൽ വാണിജ്യ കെട്ടിടവുമുണ്ട്. ഈ കെട്ടിടത്തിൽ നിരവധി കടകൾ പ്രവർത്തിക്കുന്നുണ്ട്, എല്ലാ കടകൾക്കും ലൈസൻസിയിൽ നിന്ന് വ്യക്തിഗത വാണിജ്യ കണക്ഷനുകൾ ഉണ്ട്. ഇദ്ദേഹത്തിനുതന്നെ 14-ഓളം കണക്ഷനുകൾ ഉണ്ട്. പരാതിക്കാരൻ അഭിമുഖീകരിക്കുന്ന പ്രധാന പ്രശ്നം  അടിക്കടിയുള്ള വൈദ്യുതി തടസ്സമാണ്.  ഈ സമുച്ചയത്തിൽ പ്രവർത്തിക്കുന്ന കടകളും മറ്റ് വ്യാപാര സ്ഥാപനങ്ങളും അനിയന്ത്രിതമായി അടിക്കടിയുള്ള വൈദ്യുതി മുടക്കം കാരണം അടച്ചിടാൻ നിർബന്ധിതരാകുന്നു. ഇത് കടകളിലെ നിരവധി ഉപകരണങ്ങൾക്ക് കേടുപാടുകൾ വരുത്തുകയും, അതുവഴി സാമ്പത്തിക നഷ്ടമുണ്ടാക്കുകയും ചെയ്തു. ലൈസൻസിയുടെ വിവിധ തലങ്ങളിൽ വിഷയം അവതരിപ്പിച്ചിരുന്നുവെങ്കിലും അവസ്ഥയ്ക് മാറ്റം ഉണ്ടായിട്ടില്ല. കേടുപാടുകൾ സംഭവിച്ച ഉപകരണങ്ങൾ മറ്റു ഇലക്ട്രിക്കൽ സാധനങ്ങൾ എന്നിവയ്ക്ക് നഷ്ടപരിഹാരം നൽകണമെന്നും പരാതിക്കാരൻ ആവശ്യപ്പെടുന്നു. CGRF-ന് കേസ് ഫയൽ ചെയ്യുകയും, CGRF 12/09/2023-ൽ ഉത്തരവ് പുറപ്പെടുവിക്കുകയും, വെഞ്ഞാറമൂട് പ്രദേശത്തെ വൈദ്യുതിയുടെ സ്ഥിതി മെച്ചപ്പെടുത്തുന്നതിന് ചില നടപടികൾ സ്വീകരിക്കാൻ ലൈസൻസിയോട് നിർദ്ദേശിക്കുകയും ചെയ്തു. എന്നാൽ പ്രതീക്ഷിച്ച രീതിയിലുള്ള മാറ്റം ഉണ്ടായിട്ടില്ല. അതിന്റെ അപ്പീൽ ആയിട്ടാ

The appellant is an industrial consumer with tariff LT IV A under the electrical Section, Kasargod. The industry is named as "Pixel Digital Press" which is printing the photo, photo albums etc. situated in Nandini Complex located at Kottakkanni in Kasargod District. The appellant availed the three phase connection on 13/02/2017. The ToD metering is done by Digital Electronic Energy meter through CT of  ratio 100/5. APTS of the licensee conducted a surprise inspection on 03/04/2023 and found the R- phase current was missing from 3/2018 to 04/2023. Hence a short assessment bill for Rs. 10,36,245/- was prepared and issued to the appellant on 11/04/2023. The appellant has contented the short assessment bill for 5 years and file the petition to CGRF. CGRF issued the order dated 23/08/2023 stating that the appellant is liable to pay the short assessment bill issued by the licensee. Aggrieved by the decision of the CGRF this appeal petition was filed to this authority.
