പരാതിക്കാരൻ ശ്രീ സോമരാജൻ പിള്ള കൊല്ലം ജില്ലയിൽ ശാസ്താംകോട്ട ഇലക്ട്രിക് സെക്ഷന്റെ ഒരു ഉപഭോക്താവാണ് (Consumer No. 1145739013035). പരാതിക്കാരന്റെ അയൽവാസിക്ക് പവർ നൽകുന്നതിന് വേണ്ടി അനധികൃതമായി അദ്ദേഹത്തിന്റെ പുരയിടത്തിൽ കൂടി ലൈൻ വലിക്കുകയും അത് അവിടെയുള്ള മരങ്ങളിൽ സ്പർശിച്ച് കടന്നു പോകുകയും ചെയ്യുന്നു. WP വയർ ഉപയോഗിച്ചുള്ള ഈ കണക്ഷൻ മറ്റൊരു അയൽവാസിയുടെ പുരയിടത്തിൽ കൂടി കടന്നു പോയിരുന്നതായിരുന്നു, എന്നാൽ പിന്നീട് ഇത് മാറ്റി പരാതിക്കാരന്റെ പുരയിടത്തിൽ കൂടി വലിക്കുകയാണ് ഉണ്ടായത്. ഈ ലൈൻ പരാതിക്കാരന്റെ പുരയിടത്തിൽ നിന്നും മാറ്റണം എന്നതാണ് ആവശ്യം. സെക്ഷൻ ഓഫീസ് അധികാരികളെ സമീപിച്ചെങ്കിലും നടപടി ഒന്നുമായിട്ടില്ല. വളരെ സമ്മർദ്ദത്തിന്റെ ഫലമായി ഈ ലൈൻ മാറ്റാനുള്ള ചെലവ് പരാതിക്കാരൻ വഹിക്കണമെന്ന രീതിയിൽ സെക്ഷൻ ഓഫീസിൽ നിന്നും അറിയിപ്പ് ലഭിച്ചു. പരാതിക്കാരൻ ചിലവ് വഹിക്കാൻ തയ്യാറല്ല. CGRF ൽ പരാതി സമർപ്പിക്കുകയും CGRF 18/05/2023-ൽ ഉത്തരവിറക്കുകയും ചെയ്തു. ആ ഉത്തരവിന്റെ അപ്പീൽ ആയിട്ടാണ് ഈ പരാതി സമർപ്പിച്ചിട്ടുള്ളത്.

The appellant, Sri. Suresh George Thomas is the consumer of Electrical Section, Kaloor, Kochi. Close relative of the appellant is a critical patient using life supporting equipments consists of Oxygen concentrator, Suction machine, Air bed, etc. As per the Govt. of Kerala order, KSEB was extending the free electricity for the life supporting equipments. The appellant has applied for the free electricity and he was getting the same since 12/2021 onwards. Consumer installed solar panel of capacity 3.44 kw and connected to the Grid on 13/06/2022. The relief was given up to the bill of month 08/2022. For the bill of Sept. 2022 onwards the concession of free electricity has not been given to the consumer. The solar generation is higher than the consumption, and hence the monthly bill is only for the meter rent and excess energy supplied to the grid is accounted as the banking energy. The appellant approached the officers of the licensee but no decision was taken. Then filed petition to CGRF and CGRF issued order dtd. 05/12/2022 stating that the licensee has to take decision within two months. The licensee has not taken any decision in spite of repeated reminders and then the petition is filed to this office.

പരാതിക്കാരൻ, തൃശൂർ ചിറ്റിശ്ശേരി നെന്മണിക്കര വില്ലേജിൽ താമസിക്കുന്ന ശ്രീ. പി. സി. ഡേവിസിന് ഒല്ലൂർ ഇലക്ട്രിക്കൽ സെക്ഷൻ പരിധിയിൽ തരിശായ ഭൂമിയുണ്ട്. നെന്മണിക്കര പഞ്ചായത്ത് ചിറ്റിശ്ശേരി മേഖലയിൽ തെരുവ് വിളക്ക് നൽകണമെന്ന് ലൈസൻസിയോട് അഭ്യർഥിച്ചതിനാൽ വൈദ്യുത ലൈനിലൂടെ സ്ട്രീറ്റ് മെയിൻ വേണമെന്ന ആവശ്യമുയർന്നു. ഇങ്ങനെ street main വലിക്കേണ്ടി വന്നപ്പോൾ ലൈനിൽ വളവ് വന്ന ഭാഗത്തുള്ള പോസ്റ്റിൽ ഒരു സ്റ്റേ വയർ സ്ഥാപിക്കേണ്ടിവന്നു. ആ സ്റ്റേ സ്ഥാപിച്ചിരിക്കുന്നത് പരാതിക്കാരന്റെ വസ്തുവിൽ ആണ്. ഉടമയുടെ സമ്മതമില്ലാതെ അതിക്രമിച്ചു കയറി സ്ഥാപിച്ച സ്റ്റേ മാറ്റണമെന്നാണ് പരാതിക്കാരന്റെ ആവശ്യം. ഈ ആവശ്യം ഉന്നയിച്ച് ലൈസൻസിയുടെ കേന്ദ്രങ്ങളെ സമീപിച്ചെങ്കിലും പരിഹാരം കാണാത്തതിനാൽ CGRF-ൽ പരാതി സമർപ്പിച്ചു. പ്രസ്തുത പരാതിയിൽ CGRF, 16/5/2023 ൽ ഇറക്കിയ ഉത്തരവിൽ ഇതേ പരാതി തൃശൂർ ADM-ന്റെ തീരുമാനത്തിന് സമർപ്പിച്ചിരിക്കുന്നതിനാൽ തീരുമാനമെടുക്കാൻ കഴിയില്ല എന്ന് സൂചിപ്പിച്ചിരിക്കുന്നു. CGRF-ന്റെ ഉത്തരവിന്റെ അപ്പീൽ ആയിട്ടാണ് ഈ പരാതി സമർപ്പിച്ചിരിക്കുന്നത്.
