പരാതിക്കാരനായ ശ്രീ സ്റ്റാൻലി അൽഫോൻസാ ലൈസൻസിയുടെ (KSEBL) മയ്യനാട് ഇലക്ട്രിക് സെക്ഷനിലെ ഒരു ഗാർഹിക ഉപഭോക്താവാണ്. ഉപഭോക്ത്യ നമ്പർ 1145809007550. 2022 സെപ്റ്റംബർ മാസം 5-ആം തീയതി വസ്തുവിൽ അതിക്രമിച്ചു കടക്കുകയും 30 അടിയുള്ള ഒരു കോൺക്രീറ്റ് പോസ്റ്റ്‌ സ്ഥാപിക്കുകയും ചെയ്തു. അദ്ദേഹത്തിന്റെ വീടിന്റെ പുറകുവശത്തുകൂടി പോകുന്ന വൈദ്യുത ലൈൻ താഴ്ന്നു കിടന്നതിനാൽ അത് ഉയർത്തുന്നതിനു വേണ്ടിയാണ് അത് സ്ഥാപിച്ചത് എന്നാണ് എതിർകക്ഷി അഭിപ്രായപ്പെടുന്നത്. പരാതിക്കാരന് വൈദ്യുത കണക്ഷൻ നൽകിയിരിക്കുന്നത്  ഏകദേശം 30 വർഷങ്ങൾക്കു മുൻപ് അയൽക്കാരന്റെ പറമ്പിൽ നിൽക്കുന്ന പോസ്റ്റിൽ നിന്നും അദ്ദേഹത്തിന്റെ അനുമതി വാങ്ങിയാണ്. പ്രസ്തുത പോസ്റ്റ് ലൈസൻസി വേറൊരു അയൽക്കാരന് എളുപ്പത്തിൽ കണക്ഷൻ നൽകാൻ വേണ്ടി സ്ഥാപിച്ചതാകാമെന്ന് ആരോപിക്കുന്നു. എത്രയും പെട്ടെന്ന് ഈ പോസ്റ്റ്‌ പരാതിക്കാരന്റെ പുരയിടത്തിൽ നിന്നും മാറ്റിസ്ഥാപിക്കണമെന്നതാണ് ആവശ്യം. CGRF-ൽ കൊടുത്ത പരാതിയിന്മേൽ വാദം കേട്ടശേഷം 27/11/2023-ൽ ഉത്തരവ് ഇറക്കിയിരുന്നു. അതിന്റെ അപ്പീലായിട്ടാണ്  ഇവിടെ പരാതി സമർപ്പിച്ചിട്ടുള്ളത്.

The appeal petition filed by the appellant sri. Saleena Ismail is under the consideration of the State Electricity Ombudsman. The main complaint is about the excess bill raised by the licensee on 21/06/2023 for the service connection of consumer number 1146410030383, which is a domestic connection and the house was in locked condition. Licensee has connected a parallel meter and found that the existing meter of the consumer was not accurate. Then the meter was sent for testing and the test results shows that the meter is not faulty. The appellant is objecting the same and is not getting convinced by the test results. The hearing of the case was conducted on 10/03/2024 at KSEBL, IB, Pallom, Kottayam. To ensure that the meter is not faulty one more testing is necessary. It is hereby order that the said meter is to be retested at the lab of Kerala State Electrical Inspectorate and the test result is to be submitted within 15 days of the receipt of this order.

ഉദയംപേരൂർ പഞ്ചായത്തിലെ പതിനഞ്ചാം വാർഡിലെ താമസക്കാരനാണ് പരാതിക്കാരൻ. എളിയ വരുമാനക്കാരനായ പരമ്പരാഗത മത്സ്യത്തൊഴിലാളിയാണ്. ഉദയംപേരൂർ ഇലക്ട്രിക് സെക്ഷനിലെ ഗാർഹിക ഉപഭോക്താവാണ്. ഇദ്ദേഹത്തിന്റെ താരിഫ് LT 1A-യും ഉപയോഗിച്ചിരിക്കുന്ന വൈദ്യുത ലോഡ് 480W ആണ്. ഇദ്ദേഹത്തിനും പരിസരവാസികൾക്കും ഗതാഗതത്തിനായി സ്ഥാപിച്ചിട്ടുള്ള ഏകദേശം 8 അടി വീതിയിലുള്ള റോഡിൽ ഗതാഗത തടസ്സം സൃഷ്ടിക്കുന്ന ഒരു വൈദ്യുത പോസ്റ്റ് മാറ്റുന്നതിനെക്കുറിച്ചാണ്  പരാതി. ഒരു നടപ്പാതയായിരുന്ന വഴിയെ പഞ്ചായത്തിന്റെ ശ്രമഫലമായി അത് 8 അടി വീതിയിലുള്ള റോഡാക്കി മാറ്റി. റോഡിനു വീതി വന്നപ്പോൾ മുൻപ് സ്ഥാപിച്ചിരുന്ന ഒരു പോസ്റ്റ് തടസ്സമായി മാറി. മുച്ചക്രവാഹനം തന്നെ പോകണമെങ്കിൽ ഈ പോസ്റ്റ് മാറ്റേണ്ടതുണ്ട്. ലൈസൻസിക്ക് പോസ്റ്റ് മാറ്റാൻ അപേക്ഷ നൽകിയപ്പോൾ അതിന്റെ ചെലവ് വഹിക്കണമെന്ന് ആവശ്യപ്പെട്ടു. അതിനെതിരെ CGRF-ന്  പരാതി നൽകുകയും, CGRF പരാതി കേട്ട് വിധി പുറപ്പെടുവിക്കുകയും ചെയ്തു. അതിന്റെ അപ്പീൽ പരാതിയാണ്  ഓംബുഡ്സ്മാൻ സമക്ഷം സമർപ്പിച്ചിട്ടുള്ളത്.
