പരാതിക്കാരനായ ശ്രീമാൻ. അബ്ദുൾ കരീം സഹറുദീന് ഇടപ്പള്ളിയിൽ സർവ്വേ നമ്പർ 39/14 ൽ ഏകദേശം 10.5 cent വസ്തുവും ഒരു പഴയവീടും സ്വന്തമായിട്ടുണ്ട്. ഈ സ്ഥലത്തിന്റെ മുൻവശത്തുകൂടിയാണ് ഇടപ്പള്ളി - ചേരാനല്ലൂർ റോഡ് കടന്നു പോകുന്നത്. ഇദ്ദേഹത്തിന് ഇടപ്പള്ളി ഇലക്ട്രിക് സെക്ഷന്റെ കീഴിൽ ഒരു ഗാർഹിക കണക്ഷനും നിലവിലുണ്ട്. ഇദ്ദേഹത്തിന്റെ പുരയിടത്തിന്റെ മുൻവശത്തായി റോഡ്‌സൈഡിൽ ഒരു two pole structure, 315 kv transformer , RMU എന്നിവ സ്ഥിതിചെയ്യുന്നു. എതിർകക്ഷിയുടെ രേഖകൾ പ്രകാരം ഈ transformer ഉം structure ഉം സ്ഥാപിച്ചിരിക്കുന്നത് 01/04/1957 ൽ എന്ന് അവകാശപ്പെടുന്നു. ഈ സ്ഥലത്ത് പുതുതായി കെട്ടിടം നിർമ്മിക്കുമ്പോൾ road front വളരെ കുറവായി വരുന്നതിനാൽ ഇവ പ്രസ്തുത സ്ഥലത്തിന്റെ ഒരു മൂലയിലേയ്ക്ക് മാറ്റി തടസ്സം ഒഴിവാക്കണമെന്നതാണ് ആവശ്യം. ലൈസൻസി അടങ്കൽ തുക നിർണ്ണയിക്കുകയും ആ തുകയായ 14,73,976/- രൂപ അടയ്‌ക്കേണ്ടതുണ്ട് എന്ന് പരാതിക്കാരനെ അറിയിക്കുകയും ചെയ്തു. ഇത്രയും ഭീമമായ തുക ചെലവാക്കാൻ കഴിയില്ല എന്നും ലൈസൻസിയുടെ ഫണ്ട് വഴി ഇത് നടത്തികൊടുക്കണമെന്നുമാണ് പരാതിക്കാരന്റെ ആവശ്യം. ഈ ആവശ്യം ഉന്നയിച്ച് CGRF(CZ) ൽ പരാതി സമർപ്പിക്കുകയും, CGRF നടപടികൾ പൂർത്തിയാക്കി 24/09/2024 ൽ ഉത്തരവിറക്കുകയും ചെയ്തു. ആ ഉത്തരവിന്റെ അപ്പീലായിട്ടാണ് ഈ പരാതി നൽകിയിട്ടുള്ളത്.

This appeal petition is filed by Shri. V.J.Sebastian who is the Secretary of Kollathu Chathankary Padasekhara Samithi. The service connection no: 1146408020694 and 1146408020693 are taken in the name of Shri. Biju, Contractor Punja padinjarethara, Kollathu Chathankery Padasekhara Samithi, Laikkadu, Perunna. These service connections were taken for the seasonal agricultural purpose. These 3 phase connections are under tariff LT 5A and connected load 7.46KW and 18.75 KW respectively. These connections are taken before the commencement of cultivation and are disconnected after cultivation. On 18/09/2023, two applications were received from Shri. Biju at the Electrical Section, Thrickodithanam for the service connection to motors with capacity 10HP & 25HP . The Punja connection with 17267 and 17268 were restored at time of application and disconnected after cultivation. These are in the Thrikkodithanam Section. Two new service connection with Consumer no: 20693 & 20694 were issued on 18/09/2023 to regularise the punja connections with no energy meter. The tariff of the connection is LT 5A and the charges of the electricity supplied is paying by the Krishi Bhavan. The new service connections were given after remitting the service connection charges. The amount remitted includes ECSC charges & ACD. The connection were temporary disconnected based on the request of the consumer and will be reconnected on getting the application received during the next season. The consumer had not raised any complaint about the remittance of ECSC and ACD charges. The complaint raised by a third person is about the paying of extra amount Rs. 20,000/- which is to be refunded.

A three phase LT service connection bearing Consumer No. 1146179025563 has been given to Stephen Chacko, Pandiyalil Thiruvalla on 30/03/2019. The connected load was 53.38 KW and the purpose was for functioning of Regional Office of the State Bank of India. And the tariff was LT VIC. The occupant of the premises is the Regional Manager of SBI and the consumer has authorise the occupant to file the petition and connected proceedings. The metering was done by a CT connected meter with CT ratio 100/5. On 21/12/2023, a surprise inspection was conducted by APTS along with the officials of the electrical section and found that current in the Y phase was not recorded by the meter. Then the consumption recorded by the meter was 1/3rd less than the actual consumption. The short assessment bill for Rs.4,60,378/- has been prepared and the same is demanded from the appellant for a period from 06/2021 to 12/2023 which is for 31 months. This has been contented by the appellant and filed petition to CGRF. CGRF had issued order on 08/11/2024 on completing the procedures. Aggrieved with the order, this petition is filed as an appeal petition to the CGRF order.
