The appellant is the Secretary, Sreevalsam Apartment Owners Association representing the residents / owners of the multi storied building complex named as “Sreevalsam Apartments” under the Electrical Section, Sreevaraham. According to the appellant, electric supply to the building was obtained after remitting the entire cost as demanded by the Licensee. The building is a high rise building with a load 160 kVA and the electricity supply is given through 150 mm² underground cable for a distance of 260 Mtrs. The supply to the premises was disrupted on two occasions, and the repair and maintenance were carried out after realizing the expenses from the appellant. A total amount of Rs. 1,21,259/- was realized from the appellant towards the cost of repair and maintenance of the 150 mm service line cable. According to the appellant, it is the duty of the Licensee to maintain the 150 mm service line cable at their own expenses. The appellant, therefore, sought for the refund of the said amount with interest. According to the respondent, the permission to use 150 mm cable instead of 300 mm cable was issued upon the specific condition that its maintenance should be done by the consumer himself. The CGRF found no irregularities on the part of the respondent in demanding charges for restoration of supply and, hence dismissed the complaint. Aggrieved against the said order, this appeal petition was filed. The order of CGRF is upheld. The appeal petition is dismissed.

The appellant is a consumer with consumer No. 26423 under Electrical Section, Karunagappally (South). On 16/11/2012, the Regional Audit Officer, Kollam with Sub Engineer, Electrical Section, Karunagappally (South) inspected the premises “Sreerangam Tower” and prepared a site mahazar. Thereafter a bill was issued for 8 kW load, at the rate of Rs. 65/- per kW for 240 days under LT VIII tariff. Objection was filed and the bill was finalized for Rs. 1,49,890/-. The appellant filed appeal before the Deputy Chief Engineer, Electrical Circle, Kottarakkara under Section 127 and the Appellate Authority confirmed the final bill for Rs. 1,49,890/-. Against the bill appellant approached CGRF. The order of the CGRF is, therefore, upheld. The appeal petition is dismissed.

The appellant is having a service connection with Consumer No. 4863 of KSEB Electrical Section, Poothakulam under LT VII (B) tariff. On 02/01/2014 the Assistant Engineer, had inspected the premises and detected an additional load and misuse of the tariff. Accordingly a site mahazar was prepared recording the above details. The registered load of the service connection was 380 Watts and the actual load was verified by the team as 2165 Watts. Based on the site mahazar, provisional bill was issued for Rs. 7,411/-under Section 126 of the Electricity Act, 2003. On receipt of the same the Appellant filed objection before the Assessing Officer and after allowing a personal hearing he issued the final bill amounting to Rs.5059/-. Also sanctioned instalment facilities for the remittances. The appellant remitted two instalments and filed petition before the CGRF, Kottarakara which was disposed as O.P No.1157/2014 on 28/05/2011. Against the order this appeal is filed.The order of the CGRF is upheld. The appeal petition is dismissed.
