Answer

'Licensee' means a person who has been granted a license under section 14 of the Electricity Act 2003 . The Electricity Regulatory Commission is the authority to grant license to transmit electricity as a transmission licensee or  to distribute electricity as a distribution licensee  or  to undertake trading in electricity as an electricity trader  in any specified area . In Kerala  Trichur Corporation and KDHP Munnar are examples of  Distribution Licensees  in addition to KSE Board.
