The complainant has approached the KSEB for shifting the 11 KV line drawn through her property without obtaining her consent. The Board prepared an estimate and demanded to remit the same. Aggrieved by the huge sum demanded and inaction of the KSEB, this dispute originated. Appeal petition is found having merits and is allowed to certain extent.

The appellant, Sri Dominic Alexander, Lokah Restaurant, 33/2338, Chalikkavattom, Vyttila Bypass, Kochi – 682 019 is a commercial consumer with consumer No. 13218 under Electrical Section, Vennala. An inspection was conducted in the appellant’s premises by the APTS on 26/06/2012 and unauthorised additional load to the tune of 16 kW was detected. Based on the above findings, a short assessment bill for an amount of Rs. 2,31,654/- was issued on 17/12/2012 for the period from 07/2012 to 05/2013. Aggrieved against the bill, the petitioner approached CGRF on 18/01/2014. The CGRF disposed the petition directing the respondent to revise the assessment by limiting the period of assessment to three months from the date of inspection i.e. 26/06/2012, with a direction to regularise the additional load. Also directed to issue fresh bill for the fixed charges for the additional load regularised from 27/09/2012 till the regularisation of the same. Accordingly, the respondent issued revised bill for an amount of Rs. 70,158/- on 13/08/2014. Not satisfied, the appellant filed this petition. The petition is dismissed.

The appellant is having a service connection with Consumer No. 4863 of KSEB Electrical Section, Poothakulam under LT VII (B) tariff. On 02/01/2014 the Assistant Engineer, had inspected the premises and detected an additional load and misuse of the tariff. Accordingly a site mahazar was prepared recording the above details. The registered load of the service connection was 380 Watts and the actual load was verified by the team as 2165 Watts. Based on the site mahazar, provisional bill was issued for Rs. 7,411/-under Section 126 of the Electricity Act, 2003. On receipt of the same the Appellant filed objection before the Assessing Officer and after allowing a personal hearing he issued the final bill amounting to Rs.5059/-. Also sanctioned instalment facilities for the remittances. The appellant remitted two instalments and filed petition before the CGRF, Kottarakara which was disposed as O.P No.1157/2014 on 28/05/2011. Against the order this appeal is filed.The order of the CGRF is upheld. The appeal petition is dismissed.
