The appellant Shri. Markose Xavier is the husband of Juliet Xavier who is the consumer of the licensee (KSEBL) with consumer no. 1145594003761. The consumer was expired and he is the legal heir of the consumer as per the certificate issued by the Revenue Authorities. The power connection is 3 phase with tariff LT IA. The meter reader visited the premises on 02/07/2022 and issued bill for 07/2022 to the consumer. There was no display in the meter, and recorded status as SF (suspected faulty) and the bill prepared based on the average of the previous consumption's. The second bill dated 02/09/2022 also issued based on the average reading and the status is recorded as D/L. The meter is installed outside and hence the door lock condition is not applicable. The bill for 02/11/2022 also issued in the same pattern. The meter was replaced only on 04/11/2022. The licensee is not supposed to raise the bill based on average consumption more than 4 months(two billing cycles) and within this period the licensee has to replace the meter. The allegation of the appellant is that the licensee has raised the third bill illegally. The appellant has filed the petition to the CGRF and CGRF issued order dated 18/08/2023 stating that the petitioner is liable to pay the bills issued by the licensee. Aggrieved with the decision of CGRF, this petition is filed to the Electricity Ombudsman.

The appellant is a consumer of the licensee (KSEBL) under the Mulanthuruthi Section. The licensee has initiated the Soura phase 1 project for promoting the roof top solar panels in the roof tops of the consumer. The appellant has availed this facility and KSEBL installed 10kw solar panels on her roof top. There are three models proposed out of which in model 1 & II the capital cost in met by KSEB. For the Model III the capital cost is to be met by the consumer. In Model I, 10% of the energy produced will be for the consumer and the same will be adjusted in the bill. In Model II, the consumer will be billed on a reduced rate. The appellant opted model II and KSEB wrongly billed to her considering 25% of the production to the consumer. Later, the consumer requested to change into the Model I. Then the officials of the licensee found out that they have billed wrongly to the consumer and a short assessment bill was raised. The consumer disputed the short assessment bill and filed case to the CGRF Central zone. CGRF issued order dated 14/08/2023 stating that the appellant is liable to pay the short assessment bill. Aggrieved by the above decision, this appeal petition is filed to the Electricity Ombudsman.

The appellant Shri. Salim D.M. is the Scretary of MES, which is running an educational institution at Edathala Ernakulam in the name M.K. Mackar Pillay College for Advanced Studies. This is a self financial institution and is consumer to the licensee (KSEBL) under the tariff LT VI F. The consumer was billing under wrong tariff LT VI A for a period from 09/2009 to 07/2017. During this period the Kerala State Electricity Regulatory Commission has changed the tariff of self financing institution three times.The wrong tariff application was detected by the Regional Audit office during the audit conducted on 28/10/2022 and accordingly the short assessment bill issued to the consumer on 01/03/2023 for an amount of Rs. 4,41,060/-. The appellant has challenged the bill before the CGRF Central Zone and CGRF issued the order on completing the proceedings dated 04/08/2023. Aggrieved by the decision of CGRF, this appeal petition is filed to this authority.
