The review appellant, Asst. Executive Engineer, Electrical Sub Division, KSEB Ltd., Thoppumpady was the respondent in Appeal Petition No. P031/2022. The review respondent Smt. Mini Felix is the consumer of the Electrical Section, Thoppumpady with consumer number 1155629007468. The review respondent installed a grid connected solar system on getting the approval from the Licensee. The application for meter testing & inspection was submitted on 01-11-2021. After repeated reminders and follow up, the testing was done on 15-12-2021 and the solar plant was connected to the grid. There was a delay of 44 days from the date of application and hence, suffered loss of energy. The request was to compensate the loss suffered. The review respondent filed the petition to the Consumer Grievance Redressal Forum (CGRF), Central Region, and the CGRF(CR) dismissed the petition vide order dated 23.03.2022. Aggrieved by the decision of the Forum, the appeal petition before this Authority vide P031/2022. On completing the process and procedure, this authority issued order dated 25-07-2022, which states that the Licensee has to reimburse the energy charges for 22 days collected from the appellant. Aggrieved by the decision, the Review appellant filed this review petition to this authority. The order issued by this Authority dated 25-07-2022 is reviewed and the following is the final order:- 1. Licensee has to reimburse the energy charges for 30 days (from 15-11-2021 to 15-12-2021) collected from the review respondent.

KSEBL has drawn an electric line and post without the consent of the appellant. Now the land utility is affected and the appellant cannot build a house in the plot. He has complained to the Section Office and they informed to bear the cost of the shifting. The appellant is a senior citizen and not able to bear this cost. Appellant has filed petition to the CGRF, Northern Region and CGRF (NR) vide order dated 26-07-2022, ordered that the line could be shifted at the cost of the appellant. The appellant filed appeal petition before this Authority and following decisions are taken: 1.The License shall convert the line into cable and has to be drawn to the road, which is proposed under RDS Scheme 2024-25. 2. If the appellant required to shift on urgent basis, the Licensee shall shift the line and the cost is to be borne by the appellant/property owners.

The meter reading was not taken for 14 billing cycles as the shop was closed. The status was door locked up to 02/2022. The meter reading was taken on 22-04-2022 and it shows a very high reading and consumption recorded was 5084 units and then the Licensee raised a bill for Rs.33,820/-. The connection is for a shop, which is rented out for shop, which is renting some materials for the cremation purpose. The appellant complains about the defect in the meter. The appellant requested to waive off this exorbitant bill. The appellant filed the petition to CGRF (SR) and CGRF (SR) vide order dated 30-09-2022 quashed the bill raised by the respondent. The appellant approached this Authority by filing this appeal petition and following decisions are taken: 1. This Authority hereby agreed on the decision of the CGRF (SR). 2. The consumer has to make arrangements for the meter accessible for continuously for recording the reading.
