The APTS team during its inspection had detected that the multiplication factor (MF) of the meter taken for the reading was wrongly noted as 20, when the actual MF to be applied was 40. The consumer questions the MF detected as 40 and the raising of the bill for the undercharged amount of a dismantled temporary connection. Also raised the limitation bar under Sec. 56(2) of Electricity Act, 2003. It is established that the consumer was billed only half of his true energy consumption during the disputed period and the consumer is bound to pay the electricity charges for the actual energy he has consumed.

The KSEB has wrongly taken the Multiplication factor of the Meter of the consumer, used for billing purpose as 20 instead of the actual value of 30. The consumer was issued a short assessment bill, on the ground that he was undercharged in his monthly bills. The Petition was dismissed as the raising of the short assessment bill is found to be in order.
Withdrawal of the concession tariff (industrial) granted to hotels and reclassification under LT commercial category- Dispute on arrears- - P/295/2012 – Hotel Indraprastha, Palakkad.

Based on a govt. policy to promote tourism in Kerala, electricity tariff of those hotels who got approval, including the appellant, was assigned industrial tariff. Later, govt. withdrew the concession and reclassified to LT commercial category. The affected consumers including the appellant challenged the govt. order before Hon. Supreme Court. The Hon Supreme court decided that the govt. order, restricting concession will have only prospective operation. The KSEB issued notice to the appellant demanding payment of arrears, pertaining to the differential electricity charges very late. The consumer challenged it.
